(Des Moines, IA) On March 17, 2020, Governor Reynolds issued a Proclamation of Public Health Disaster Emergency declaring a public health disaster emergency to exist throughout the entire state of Iowa due to the community spread of COVID-19 within the state. This Proclamation has been extended on multiple occasions throughout the pandemic, including a Proclamation of Public Health Disaster Emergency issued on January 7, 2021, which further extended the state of public health disaster emergency.

Pursuant to the provisions of these Proclamations and to address a need to assist members of the public with finding information about COVID-19 vaccine providers, and signing up to receive a vaccine, the state is seeking to obtain, on an expedited basis, assistance with the completion of one or more of the following projects:

  1. Create or leverage an existing centralized vaccine call center to provide information about COVID-19 vaccine availability, screen callers for prioritization eligibility and provide contact information for vaccine providers in the caller’s community.
  2. Create or leverage an existing centralized vaccine call center to provide information about COVID-19 vaccine availability, screen callers for prioritization eligibility and assist with a warm hand off to a vaccine provider in the caller’s community so the caller can receive more information about vaccine availability and appointment scheduling.
  3. Create or leverage an existing centralized vaccine call center to provide information about COVID-19 vaccine availability, screen callers for prioritization eligibility, provide contact information for vaccine providers in the caller’s community as requested and assist callers with vaccine registration and appointment scheduling.
  4. Develop and deploy an online vaccine registration system that will allow IDPH to collect information from Iowans wanting to register for a vaccination appointment and allow registered Iowans to schedule vaccination appointments with Iowa’s enrolled vaccine providers upon notification of eligibility to schedule a vaccination appointment.

Interested vendors may ask questions through 12:00 p.m. on February 5, 2021. Proposals from interested vendors are due by 11:59 p.m. February 5, 2021.

In accordance with state law, the Department is limited in its ability to share information related to the RFP during the procurement process.
